National Health Insurance Law - Clause 58
According to Clause 58 of the National Health Insurance Law, Israeli residents who reside abroad for a continuous period of 2 years of more, during which national health insurance fees are not paid, are not eligible for healthcare services provided by Kupat Holim organizations.
The waiting period is two months for every year of absence and is determined by the National Insurance Institute.
For information on the length of the waiting period, refer to Maccabi Healthcare branches and the National Insurance Institute.
In addition, individuals who are no longer Israeli residents, but have returned to reside in Israel after March 1, 2003, and are recognized as residents by the National Insurance Institute, are not eligible for medical services before the end of the waiting period.
The National Insurance Institute determines those individuals who are subject to a mandatory waiting period and notifies the Kupat Holim organizations.
Further information is available on the National Insurance Institute website.
Individuals who are subject to a mandatory waiting period may apply for membership in the plan.
